The Account Eligibility API is a request to verify that the Card is eligible for the Payment Program.

The Account Provision API is a request to provision a Card to a cloud-based program’s (CBP) Mobile Payment Device.
This API will result in the NWP and/or issuer performing the following:
 * Validating the card data
 * Determining if additional cardholder authentication is required
 * Returning the card meta data to the CBP provider
